Summary

Leads assigned portions of University major capital improvement projects under the guidance of a Senior Project/Construction Manager or Group Manager. Manages assigned minor capital projects or capital program tasks, to ensure that the project and program goals are met within the prescribed time frames and funding targets.

Duties and Responsibilities

  1. Assists in the preparation of Request for Proposal (RFP) documentation and participates in the selection of consultants, contractors, vendors, and other service providers.
  2. Manages programming, design, bidding, construction, and warranty phases of new facilities, additions, and renovation projects as assigned; concurrently manages multiple simple to complex projects, or portions of projects, under the direction of Senior Project Managers or Managers.
  3. Assists with the development process of complex projects, leads or manages the development process of smaller collaborative projects, and serves as primary or support liaison between client groups, consultants, and various institutional service units; facilitates rational facility planning, budgeting, and scheduling.
  4. Reviews projects for constructability, code compliance, and completeness of documentation, according to phase objectives; inspects construction to monitor progress and ensure conformance to plans and specifications.
  5. Oversees the work of external consultants for assigned projects; ensures that designs are consistent with planned objectives, relevant regulations, and University Standards.
  6. Participates in preparing or conducting necessary meetings to facilitate hiring construction services on assigned projects.
  7. Takes responsibility for the coordination of project activities and utility outages with affected University community.
  8. Receives pay requests from consultants, contractors, and vendors, and approves for payment; reviews, negotiates, and processes change requests and change orders.
  9. For assigned projects, prepares detailed reports on project progress; identifies problems, solutions, milestones, financial cost projections, and analyses.
  10. Leads project administrative support activities including development and maintenance of job files and tracking of project schedule and budget.
  11. Provides advice, training, and support to project staff as related to assigned projects.
  12. May lead, collaborate in, or manage the planning and installation of furniture, fixture, equipment, and art. May be responsible or may share responsibility for occupant move-in to new or renovated facilities.
  13. Under the specific direction of a Senior Project/Construction Manager or Group Manager; participates in the resolution of construction contract disputes and/or claims.
  14. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 8 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of architectural design and planning principles and procedures.
  • Technical knowledge of building components and their function.
  • Knowledge of Federal, State, and local building codes, ordinances, and regulations.
  • Skills in workflow analysis and management.
  • Ability to perform site inspections and/or approve installations.
  • Ability to effectively manage time and schedules.
  • Ability to select, evaluate, coordinate, and quality-control the activities of professional consultants.
  • Strong analytical, problem solving, and critical thinking skills gained within a complex, demanding work environment.
  • Ability to work under pressure and meet deadlines.
  • Advanced project planning, management, and leadership skills within area of professional expertise.
  • Knowledge and understanding of contract documents and specifications, to include ability to review SD, DD, and CD documents.
  • Familiarity with various software, such as Word, Excel, AutoCAD, Microsoft Project, and FastTrack.
  • Ability to develop estimates and feasibility studies.
  • Knowledge of budgeting, cost estimating, and fiscal management principles related to facilities construction projects.
  • Ability to provide technical project development guidance.

Conditions of Employment

  • Possession of a valid New Mexico driver's license is a requirement for this job.
  • Successful candidate must submit to post-offer, pre-employment physical examination and medical history check.

Working Conditions and Physical Effort

  • Moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
  • Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
  • Work includes visits to existing facilities and construction sites, and may involve in-state travel to branch campuses and/or other remote locations.
