Summary

Under limited supervision, directs and manages technology system functions in a broadcast television engineering environment, related directly to on-air broadcast operations and signal transmission. Manages television engineering operations, including broadcast and satellite transmission; acquisition and maintenance of broadcast equipment; and contract negotiations.

Duties and Responsibilities

1. Directs and manages the daily operations of the engineering, satellite, and broadcast technology functions of a television station, ensuring compliance with University, state and federal policies and regulations, including those of the Federal Communications Commission.
2. Ensures the broadcast quality of the station's signal and efficient operation of equipment; supports the station's ability to maintain its transmission signal without error and minimum lost airtime or equipment downtime.
3. Interprets new and existing industry trends and regulations; advises leadership on technical and regulatory issues impacting the strategic direction of the unit(s).
4. Leads the implementation and maintenance of system interfaces between the various modules in broadcast technology processes.
5. Plans, develops, and implements strategies for generating resources and/or revenues for the organizational units reporting to the position.
6. Manages the acquisition and maintenance of capital equipment for the station's engineering section; writes specifications and coordinates purchasing, delivery, and installation; serves as the primary liaison with contractors and vendors.
7. Formulates, negotiates, establishes, and administers complex, integrated, high-value contractual arrangements with external constituents.
8. Writes and submits grant proposals for equipment replacements to various funding agencies.
9. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
10. Collaborates with senior leadership in the development and management of the annual budget for the organization.
11. Oversees the janitorial and building maintenance services at all station facilities; arranges for repairs to be performed as needed.
12. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
13. Participates in development, implementation, and maintenance of policies, objectives, short- and long-range planning; develops tracking and evaluation programs to assist in accomplishment of established goals.
14. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

• High School Diploma or GED; at least 10 years of experience directly related to the duties and responsibilities specified. Certification/Licensure: Certification with the Society of Broadcast Engineers (SBE) or equivalent.
• Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

• Skill in budget preparation and fiscal management.
• Knowledge of television broadcast engineering methods and procedures.
• Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
• Ability to evaluate and coordinate the calibration, maintenance, modification and repair of broadcast equipment and facilities
• Ability to develop, plan, and implement short- and long-range goals.
• Ability to design, install, operate, maintain, troubleshoot, and/or repair television broadcast equipment.
• Knowledge of contracts and grants preparation and management.
• Knowledge of facilities and asset management methods and procedures.
• Knowledge of FCC and other federal, state and local broadcasting regulations.
• Ability to assess and develop procurement specifications and coordinate purchasing activities in area of specialty.
• Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

Conditions of Employment

• Possession of a valid New Mexico driver's license is a requirement for this job.
• Must maintain certification status.

Working Conditions and Physical Effort

• Moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.
• No or very limited exposure to physical risk.
• Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
