Summary

Under limited supervision, provides specialized, professional level support in areas of advanced complexity such as project scope and feasibility of potential projects and plan development. Manages and oversees the integrated project plans for large, medium, and/or small scale-projects including implementation schedules and resource estimates for significant university projects. Assesses risk and cost estimates for major, long-term projects. Provides process leadership to client departments in the implementation of complex projects. May supervise or provide functional direction to assigned staff and/or student employees.

Duties and Responsibilities

  1. Uses independent judgement to plan and coordinate project scope and deliverables. Takes projects from original concept through final implementation, integrating structured project management methodology. Ensures that realistic project, quality, change control and risk management processes are maintained; makes recommendations and provides updates to senior leadership on project progress.
  2. Provides practice and project leadership to the project team, and takes appropriate action where team performance deviates from agreed parameters.
  3. May participate in departmental management team; may supervise or provide functional direction to assigned staff and/or student employees.
  4. Participates in the research and develops strategic analysis and initial proposal process for large scale, information technology projects of advanced complexity; projects are typically in support of university strategic initiatives as directed by senior leadership.
  5. Works with senior leadership in developing project funding source; monitors costs, timescales and resources used, and takes action where these deviate from agreed-on tolerances.
  6. Provides specialized analysis and consultation on the design and implementation of effective administrative processes, to include process analysis, redesign, and organizational effectiveness.
  7. Participates in Information Technology Infrastructure Library (ITIL) processes including change management, capacity planning, and release management.
  8. Manages the project change control procedure, and ensures that project deliverables are completed within planned cost, timescale and resource budgets, and are approved. Works with all project participants to ensure that changes to the work environment, as a result of any project, are fully examined and processed according to established change management processes.
  9. Acts as representative of the project team for the project management aspect when providing project status to senior leadership and stakeholders.
  10. Creates and facilitates communications for project teams, sponsors, and university constituents. Provides regular and accurate reports to senior management and stakeholders as appropriate.
  11. Maintains currency of knowledge with respect to evolving methodologies for technical project execution and may lead the adoption of new methods.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 2 years of progressively responsible experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution and/or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year-for-year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of project management principles, practices, techniques and tools.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in the use of project management software.
  • Group facilitation, mediation, and conflict resolution skills.
  • Skill in providing/presenting technical information and concepts to senior management.
  • Broad knowledge of IT information technology, to include a range of hardware, software, and infrastructure.
  • Ability to analyze complex project problems, interpret operational needs, and develop integrated, creative solutions for senior management.
  • Ability to guide project team(s) in resolution of problems, concerns, challenges.
  • Strong interpersonal skills and ability to deal effectively in a team environment.

Distinguishing Characteristics

    Position Requires: a) Analysis, planning, and development of large complex projects involving multiple constituencies typically 1000 or more project hours; b) Determination of financial impact, and performing cost analysis and cost management. Establishes standards and is responsible for adjustments to financial plan(s) affecting the project(s); and c) Performing risk assessment at the organizational level.

  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
