Summary

Under indirect supervision, provides intermediate professional level support in areas of advanced complexity such as system analysis and design techniques to analyze and evaluate business objectives, facilitate definition of user requirements, and implement and maintain custom and commercial applications and system integrations. Gathers information, defines work requirements, and develops complete program specifications. Under the general direction of senior technical resources analyzes applications, applies upgrades, and develops and maintains documentation. Writes, tests, and troubleshoots code of moderately advanced complexity for review by senior level technical staff. Provides technical guidance on implementing and maintaining applications. May supervise or provide functional direction to assigned staff and/or student employees.

Duties and Responsibilities

  1. Uses discretionary judgement to perform analysis of business objectives and develop solutions for problems of moderately advanced complexity.
  2. Participates in the development of and provides individual and/or group instruction and/or training to end users on new or updated technologies; may supervise or provide functional direction to assigned staff and/or student employees.
  3. Develops proposals which consist of objectives, scope, and user expectations; prepares specifications for development of applications upon approval of project synopsis.
  4. Gathers facts, researches issues, analyzes potential solutions, compares alternatives in terms of cost, time, and availability of resources, and recommends a course of action.
  5. May provide financial oversight on approved small to medium sized project budgets.
  6. Develops, implements and maintains applications or systems of moderately advanced complexity.
  7. Applies and troubleshoots vendor supplied upgrades; integrates or interfaces multiple applications using established methods.
  8. Completes custom application modifications to enhance functionality; creates and updates documentation for applications and provides training to users on new or changed processes; contributes to the establishment of technical standards.
  9. Performs systems analysis and develops intermediate to advanced programming code.
  10. Provides on-call support and problem resolution for computer applications.
  11. Maintains current knowledge of relevant technology, programming skills, hardware, and applications. Participates in professional development activities as appropriate.
  12. Evaluates and tests new or modified software programs and software development procedures used to verify that programs function according to user requirements and conform to established guidelines and best practices.
  13. May be responsible for administration and oversight of small to medium scale technology projects, to include oversight of allocated resources.
  14. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 1 year of progressively responsible experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution and/or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year-for-year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of current technological developments/trends in area of expertise.
  • Knowledge of a broad range of relevant multi-user systems, applications, and/or equipment.
  • Knowledge of relevant programming procedures.
  • Skilled in developing and delivering presentations.
  • Possesses specialized skills in the use of one or more programming languages specific to the assignment.
  • Skilled in planning, design, installation, testing, and modification of moderately complex systems.
  • Ability to analyze and interpret information systems proposals of moderate scope and impact and to evaluate and develop alternative implementation plans including requirements and deliverables.
  • Ability to implement and troubleshoot programming changes and modifications of moderate complexity.
  • Ability to specify and develop computer programs of moderate scope and impact using a range of programming languages.
  • Ability to communicate technical information to non-technical personnel.

Distinguishing Characteristics

Conditions of Employment

  • Specialty licensure/certification may be required, as specified by the department.

Working Conditions and Physical Effort

  • Work is normally performed in a typical interior/office work environment.
