Summary

Provides direction and leadership in the management of all fiscal operations and systems of a core division of the University. Implements and administers division-wide financial management and reporting processes, budgeting, financial analysis and business modeling. Oversees accounts payable, accounts receivable and billing, contracts and/or grants accounting, and other day-to-day fiscal/accounting activities. Oversees the management of electronic business or administrative information systems support. Manages a team of accounting, IT, and/or associated support staff.

Duties and Responsibilities

  1. Oversees the approval and processing of revenue, expenditure, and support units such as accounts payable, accounts receivable, and other accounting functions, ensuring compliance with University, State and Federal policies and regulations, while maintaining appropriate internal control safeguards.
  2. Prepares comprehensive financial statements and fiscal and budget reports for internal management and external agencies; develops projections and analysis with recommendations and conclusions for management.
  3. Ensures overall budget compliance for the enterprise; directs expense and revenue forecasting and control, cash management, accounts receivable, and accounts payable.
  4. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  5. Coordinates and analyzes fiscal and budget systems for controls, policies, and procedures; expedites audits; reviews changing state and federal laws, procedures and accounting practices, and makes recommendations for or implements changes in accordance with institutional policy.
  6. Recommends and participates in the development of organizational policies and procedures; may serve on strategic planning and policy-making committees.
  7. Oversees and coordinates the planning, implementation, and management of all aspects of information systems, technology, system security and database integrity for the organization.
  8. Ensures records systems are maintained in accordance with generally accepted auditing standards.
  9. Advises units on improvement of current fiscal procedures, implementation of new fiscal policies, and training of accounting and administrative personnel.
  10. Participates in the development of annual operating budgets and provides fiscal direction to the unit.
  11. Participates in short-and long-range organizational and operational planning; develops and implements projects and programs to assist in accomplishment of established goals.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of federal and state financial regulations, and university financial policies and procedures.
  • Ability to prepare financial reports.
  • Knowledge and understanding of business management principles and practices.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Strategic planning skills.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Knowledge of computerized information systems used in financial and/or accounting applications.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to research, analyze, and conceptualize long-term information systems needs on an organizational basis.
