Summary

Under limited supervision, provides strategic direction and leadership in the planning, development, management, control, and reporting of the integrated financial operations and activities of a major, multi-faceted operating entity impacting all or most campuses of the University. Coordinates the development, preparation, and submission of all capital, revenue, and expense budgets and all financial reports for the organization.

Duties and Responsibilities

  1. Plans and develops comprehensive capital and operating budgets for a wide ranging portfolio of varying accounts relating to multiple components; reviews, analyzes, and verifies budgets, ensuring balance of revenues, expenses, and transfers, and prepares integrated budget documents for submission.
  2. Prepares financial statements at the institutional level; prepares fiscal and budget reports for internal management and external agencies; develops projections and analysis with recommendations and conclusions for management.
  3. Oversees the approval and processing of revenue, expenditure, and position control documents, mass salary updates, ledger and account maintenance and data entry, ensuring compliance with university, state, and federal policies and regulations, while maintaining appropriate internal control safeguards.
  4. Oversees the design, documentation, and implementation of various integrated systems and applications for periodic and ad hoc financial reporting, utilizing complex electronic financial information from UNM systems and databases.
  5. Collaborates with and coordinates all components of the organization to ensure consistent reporting and adherence to federal and state financial reporting regulations and guidelines, and conformity with university fiscal policies and procedures.
  6. Coordinates and analyzes fiscal and budget systems for controls, policies, and procedures; expedites audits; reviews changing state and federal laws, procedures and accounting practices, and makes recommendations for or implements changes in accordance with institutional policy.
  7. Advises units on improvement of current fiscal procedures, implementation of new fiscal policies, and training of accounting and administrative personnel.
  8. Ensures records systems are maintained in accordance with generally accepted auditing standards.
  9. Provides leadership, administrative management, and operational coordination to various technical, professional, and/or administrative personnel engaged in specified project activities, as appropriate to the position.
  10. Recommends and participates in the development of university policies and procedures; may serve on university planning and policy-making committees.
  11. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree in Accounting, or in a related field including at least 15 credit hours of Accounting; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Knowledge of computerized information systems used in financial and/or accounting applications.

  • Knowledge of finance, accounting, budgeting, and cost control procedures.
  • Knowledge of university and/or public auditing policies, standards, and procedures.
  • Ability to develop financial plans and manage resources.

Working Conditions and Physical Effort
