Summary

Provides strategic leadership and administrative management to a major Level 3 Office of Research and its various functional components and programs. Oversees and integrates the operational, business, and human resources management of the various Office components, and provides or oversees strategic financial analysis and planning for the Office. Oversees the establishment and maintenance of effective administrative processes, procedures, and controls related to the biomedical and clinical research conducted under the auspices of the Division.

Duties and Responsibilities

  1. Provides leadership and coordination in the development of institutional processes and control procedures to ensure that the conduct and review of research is in compliance with federal regulations.
  2. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  3. Develops and administers systems and procedures for a comprehensive research quality improvement program for all research programs covered by the Office.
  4. Provides guidance to researchers on the preparation, conduct and compliance documentation necessary for protections compliance in human subject research.
  5. Negotiates, prepares, and administers government and sponsored research agreements and memoranda of understanding for the Division, as appropriate.
  6. Coordinates response to and resolves research compliance issues that threaten to compromise the Division's ability to conduct human subject research; coordinates the creation of reports of noncompliance to various agencies within the US Federal government when appropriate.
  7. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses.
  8. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  9. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with university, state, and federal laws, policies, and regulations.
  10. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  11. Represents the university to various institutional divisions as well as externally to the media, governmental agencies, prospective funding agencies and individuals, prospective vendors, and/or a range of constituencies within the community at large.
  12. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Working Conditions and Physical Effort
