Summary

Oversees and administers the daily operations of the Bulk Mail unit and staff of Mailing Systems; provides support to programs, administration and strategies that enhance and improve the day to day operations of Mailing Systems. Manages the Mailing Systems' resources; coordinates the customer and vendor information services. Provides strategic and organizational support along with decision making assistance to the University Postmaster. Acts as Postmaster in University Postmaster's absence.

Duties and Responsibilities

  1. Resolves issues related to postal and mailing transactions, modifying and revising strategies when necessary to improve processes and/or enhance customer service.
  2. Manages customer communications and requests via telephone, email and FTP.
  3. Acts as a liaison with other constituencies in the resolutions of day-to-day operational issues both in Bulk Mail and for Mailing Systems.
  4. Maintains information systems i.e. the bulk mailing database and permit reports. Manages permit fees according to fee schedule.
  5. Performs financial analysis of bulk mailing jobs and postage expenses for the bulk mail unit.
  6. Manages data in Banner as it relates to mail stop codes, departmental physical location and mail delivery. Ensures administrative compliance with policies and procedures.
  7. Gathers data, compiles information, and prepares reports as requested by the Business Operations or by the Postmaster.
  8. Administers safety procedures, building security plans and trains personnel accordingly. Oversees building security systems and processes
  9. Trains staff in administrative functions such as benchmarking, report keeping, USPS form processing and all aspects of Mailing Systems when needed.
  10. May assists with hiring, performance evaluation, training and work allocation of staff.
  11. May assists with determining strategic objectives for the department; provides input on departmental policy development
  12. May assist with analysis and reporting as required by departmental goals and in setting objectives.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge of laws, regulations, methods, and techniques in the mailing industry.
  • Ability to process benchmarking and computer data and to format and generate reports.
  • Ability to gather data, analyze information, and prepare reports.
  • Ability to make administrative/procedural decisions and judgments.
  • Organizing and coordinating skills.
  • Knowledge of computerized information systems i.e. Banner Finance, SC Logic, Pitney Bowes Business Manager.
  • Skill in utilizing building security systems and procedures.
  • Skill in the use of personal computers and related software applications including software related to the mailing industry.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of management principles and practices.
  • Ability to analyze, develop, establish, and maintain efficient office work flow and administrative processes.

Conditions of Employment

  • Possession of a valid New Mexico driver's license is a requirement for this job.

Working Conditions and Physical Effort

  • Moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.
  • Moderate physical activity. Requires handling of average-weight objects, standing and/or walking for extended periods of times during rush and busy hours of the semester.
  • Work environment involves minimal exposure to physical risks, such as operating dangerous equipment or working with chemicals.
  • Work is normally performed in a typical interior/office work environment.
