The following statements are intended to describe, in broad terms, the general functions and responsibility levels characteristic of positions assigned to this classification. Under general direction, provides strategic direction and leadership over Development, and Finance and Administration operations for a public television station to include marketing and fundraising activities, budget preparation, financial record keeping, financial reporting, financial analysis, and strategic planning. Manages the activities of station communications, corporate sales, membership services, and major and planned giving. Serves as acting general manager of the station as required, and on specific station-wide assignments and tasks.

Duties and Responsibilities

  1. Oversees and directs funding and marketing of programs and activities; develops and initiates strategies for generating revenues for the station through on-air, underwriting, direct mail, grant proposals, entrepreneurial activities, and other means.
  2. Oversees and coordinates all aspects of the financial operations of the departments, to include budget preparation, monitoring of accounts, and identification of alternative sources of funding and resources.
  3. Plans, coordinates, and oversees the day-to-day operations of the department, to include management of human resources.
  4. Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  5. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the department's goals and objectives.
  6. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
  7. Serves as acting general manager in absence of the General Manager, and as assigned on specific station-wide projects.
  8. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  9. Consults with the university, public schools, government agencies, community groups, businesses, and other interested parties on issues relative to the mission of instructional television and public broadcasting.
  10. Participates in the development of annual operating budgets and provides fiscal direction to the unit.
  11. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies, and regulations.
  12. Develops and implements initiatives to expand audience services, improve facilities, and update broadcasting equipment.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to develop and maintain recordkeeping systems and procedures.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to develop and implement comprehensive marketing goals, strategies, and plans.
  • Knowledge of marketing and development strategies, techniques, processes, and available resources.
  • Skill in the use of personal computers and related software applications.
  • Skill in organizing resources and establishing priorities.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Ability to utilize advertising and/or sales promotion techniques.
  • Knowledge of FCC and other federal, state and local broadcasting regulations.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.

  • Knowledge of budget preparation, cost estimating, monitoring, and fiscal management principles and procedures.
  • Knowledge and understanding of the role of public broadcasting in the academic, community, and business arenas.
  • Knowledge of faculty and/or staff hiring procedures.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
