Summary

Under general supervision, coordinates the marketing, useage scheduling, and billing of the uplink satellite facility, the state microwave system, and remote production facilities. Provides fill-in support for broadcast operators, as required and/or scheduled, in compliance with Federal Communications Commission rules and regulations.

Duties and Responsibilities

  1. Participates in planning and coordinates the marketing and promotion of the station uplink satellite facility.
  2. Develops and implements useage schedules for the uplink satellite facility, the state microwave system, and remote production facilities.
  3. Coordinates, prepares, and processes all billing of facilities customers for scheduled useage of services.
  4. Interacts with customers; resolves problems, complaints, and questions regarding services and schedules; analyzes and reconciles billing and usage problems and discrepencies.
  5. Performs set-up, operates, and monitors uplink satellite communication equipment to produce, switch, and transmit satellite signals on a fill-in basis as required, in compliance with FCC rules and regulations.
  6. Establishes and maintains accurate revenue and revenue projection ledgers.
  7. Maintains accurate logs and records, discrepancy, and test reports, as stipulated by FCC regulations.
  8. Ships and receives all uplink tapes, and coordinates recording requests requiring external services.
  9. Operates traffic computer to locate programs and air schedules.
  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • High school diploma or GED; at least 3 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Ability to manage and utilize computerized billing data systems.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Records maintenance skills.
  • Skill in the use of personal computers and related software applications.
  • Knowledge of communication principles, media, and marketing techniques.
  • Knowledge of customer service standards and procedures.
  • Ability to plan and implement production and operational schedules.
  • Knowledge of the principles and procedures for billing for services.
  • Skill in the setup, calibration, operation, and maintenance of state-of the-art commercial audio-visual broadcasting equipment.
  • Knowledge of FCC rules and regulations pertaining to the transmission of broadcast signals.
  • Ability to operate computer-controlled satellite, KU, and C-Band downlink and uplink equipment.
  • Organizing and coordinating skills.
  • Knowledge of general accounting principles.
  • Ability to establish and maintain revenue and projection ledgers.
  • Knowledge of shipping procedures and documentation.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.

The University of New Mexico provides all training required by OSHA to ensure employee safety.
