Summary

Under general direction, oversees the administration of a core information technology (IT) services department under the Chief Information Officer (CIO). Responsible for the implementation and oversight of core institutional technology and services. Provides human resource administration and budget input and management. Implements and facilitates the strategic direction of institutional policy for information systems in core IT services units, and serves as a tactical member of the core IT management team. Positions in this classification are reserved for units reporting to the CIO.

Duties and Responsibilities

  1. Directs and coordinates the operations, projects, and programs of a core services unit, ensuring adherence to established project and service management principles and best management practices.
  2. Implements appropriate educational and training programs to ensure high quality professional staff performance in a core IT services unit. Recommends new structures or methods.
  3. Directs the translation and communication of core organizational service offerings and accomplishments to the university community and, as appropriate, to external constituencies.
  4. Develops and manages annual operating budget and provides fiscal direction to the unit. Recommends structural adaptation to changing circumstances.
  5. Interacts with senior administration, faculty, and staff of client organizations to understand and interpret client needs at a core services level and to collaborate in meeting those needs in sustainable ways.
  6. Develops and implements core services, support and consulting services; plans and manages resources necessary to meet current and projected client needs.
  7. Participates in development, implementation, and maintenance of policies, objectives, short and long-range planning for core services unit; develops tracking and evaluation programs to assist in accomplishment of established goals.
  8. Reviews, evaluates and approves proposals for hardware or software acquisition for the unit.
  9. Establishes and manages clear service standards, to include regular customer communication, volume/sales/unit cost management, and financials for the unit; establishes and implements service agreements for all provided services, to include opportunity for client feedback and evaluation.
  10. Develops, recommends and maintains policies and procedures consistent with those of the university to ensure effective operation of the organization.
  11. Participates as a member of the management team in planning, problem resolution, and reviewing department performance.
  12. Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems and makes recommendations for appropriate adoption.
  13. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Knowledge, Skills and Abilities Required

  • Knowledge and understanding of the current and developing strategic information requirements of a major research university.
  • Knowledge of financial/business/technical analysis techniques.
  • Knowledge of current trends and developments in relevant aspects of information technology.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skill in organizing resources and establishing priorities.
  • Strategic and tactical planning and advanced leadership skills.
  • Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.
  • Ability to provide strategic and tactical guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.
  • Ability to identify and secure alternative funding/revenue sources and to develop and evaluate proposals in reference to leading-edge information services technology.
  • Ability to foster a cooperative work environment.
