Summary

Oversees strategic direction of multiple units within the University's Human Resources (HR) Division. Provides strategic and operational leadership to university constituents in human resources planning, policy, problem resolution, and systems development. Plans and implements strategic initiatives ensuring maximum efficiency, cost-effectiveness, compliance with all applicable laws, regulations and policies, and consistent application. Ensures that HR programs and initiatives are integrated and effective in supporting the University's overall mission, and goals and objectives of the HR Division. Serves as a senior member of the HR leadership team and may serve on multiple University planning and policy-making committees. Represents and/or acts on behalf of the Vice President for Human Resources, as needed and when appropriate.

Duties and Responsibilities

  1. Participates in executive planning and decision making for the HR Division and various institutional programs; provides broad administrative leadership and coordination to the University and senior executives as designated by the Vice President for Human Resources.
  2. Provides strategic direction and leadership to the operations of multiple core units in the HR Division; oversees the operational structure, practices, and procedures for assigned units.
  3. Ensures that services to internal stakeholders are effective, cohesive, and consistent with the needs and objectives of the various departments, as well as the institution as a whole.
  4. Provides direction and oversight in the development and implementation of strategies and programs aimed at improving individual and organizational performance University-wide.
  5. Provides strategic direction and expert consultation to Branch Campuses and departments with HR delegated agreements; ensuring compliance and consistency in the application of HR practices, providing on-going training and guidance to departmental HR representatives, and assisting in aligning departmental HR needs with University guidelines.
  6. May oversee and evaluate various HR Shared Services provided to departments; seeks on-going opportunities to market services and demonstrate efficiencies by utilizing the shared service model.
  7. Designs, evaluates, maintains, and implements organizational programs, policies, services, initiatives and procedures to streamline and/or automate processes, improve customer service, optimize HR services, and improve data management while ensuring compliance with all University, local, state, and federal regulations.
  8. Anticipates, establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures.
  9. Provides strategic guidance and consultation to university constituents regarding Human Resources best practices, policy interpretation, problem resolution, and compliance with university regulations and state and federal law.
  10. Directs and coordinates the activities of management, professional, and support staff; establishes standards, evaluates performance, and monitors workload and productivity.
  11. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  12. Develops and manages operating budgets, systems, and procedures for the unit(s) of oversight.
  13. May serve as Campus Security Authority as outlined by the Clery Act.
  14. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 7 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Knowledge of contemporary principles of human resource management and public personnel practices.

  • Knowledge and understanding of current and developing strategic trends of a major research university.

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis.
  • Employees who provide services or work in patient care or clinical areas are required to be in compliance with the University's influenza vaccination requirement.

Working Conditions and Physical Effort
