The following statements are intended to describe, in broad terms, the general functions and responsibility levels characteristic of positions assigned to this classification. Manages and oversees the planning and administration of services to a core population of faculty and staff employees and/or retirees with respect to the University's various employee/retiree benefits programs and services. Develops, implements, and communicates operating policies and procedures as appropriate to the specific focus of the role, and leads and/or participates in the establishment of the various programs and initiatives. Supervises and administers a team benefits technical specialist, and Human Resources support staff as assigned.

Duties and Responsibilities

  1. Provides or oversees the provision of benefits guidance and assistance, advocacy, and problem resolution to faculty, staff, and/or retirees on benefits options and assists as appropriate in the establishment of individual benefits.
  2. Supervises benefits staff support personnel, to include recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution.
  3. Oversees the day to day operation and administration of all benefits programs as appropriate to the population being served.
  4. Develops, monitors and updates benefits policies to ensure compliance with Federal regulations.
  5. Coordinates with insurance carriers UNM Medical Group third party administrators and provider agencies on elevated plan design issues and appeals that require interpretation of the intent of UNM's program plans.
  6. Oversees the development of internal reports in conjunction with HRIT to analyze, administer and monitor Insurance and other Benefits plans.
  7. Works with insurance carriers and/or other provider agencies to develop ad-hoc reports for monitoring the administration of the various plans and programs.
  8. Review vendor contracts and/or plan documents to ensure benefit plans follow UNM's intent of plan design and align with UNM business processes.
  9. Makes determinations on all elevated eligibility appeals for benefits programs within the client population group, including Voluntary Employee Beneficiary Association appeals.
  10. Implements new benefits plans and changes to carrier contracts, as appropriate to the position.
  11. Plans, develops, and delivers communications and educational programs for employees and/or retirees on various benefits programs.
  12. Researches, evaluates, and informs management on current and emerging developments and trends in the field of employee benefits and/or retirement programs.
  13. As appropriate to the position, assists Director with RFP processes for employee and/or retiree benefits.
  14. May supervise additional Human Resources support staff as assigned.
  15. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  • Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Comprehensive knowledge of state retirement and related medical assistance programs, agencies, and resources.
  • Knowledge and understanding of both defined benefit and defined contribution retirement plans and associated IRS regulations.
  • Knowledge of Medicare policies, regulations, processes, procedures, and documentation.
  • Ability to foster a cooperative work environment.
  • Ability to make administrative/procedural decisions and judgements.

Working Conditions and Physical Effort

  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
